The Government of Puerto Rico has created an Incentive Package Law 132 to Stimulate the Economy and Housing Industry on the island. This package includes all persons residents or non residents who wish to own a property in Puerto Rico from September 1, 2010 thru December 31, 2011. This Stimulus Program Includes: No stamps or registry fees on both sales deed or mortgage deed, No Property Taxes, No payment on Capital Gains

La Ley 132 de incentivos a la vivienda, conocida como Impulso a la Vivienda, efectiva desde el 1 de sept. de 2010 hasta el 31 de dic de 2011, incluye exenciones en el pago de sellos y comprobantes para quienes adquieren una propiedad nueva, y una rebaja del 50% en los sellos para los que compren una unidad residencial o comercial existente. Además, exime del pago de sello y comprobantes por la cancelación de hipotecas al vendedor de una residencia existente. El programa también libera del pago de la contribución sobre la propiedad por un periodo de cinco años a quien adquiera una propiedad nueva, y del impuesto sobre la ganancia de capital. La ley se creó, además, con la finalidad de promover el mercado de alquiler. A esos efectos exime del pago de contribuciones sobre los ingresos de rentas netas durante una década, a partir de enero pasado.
